Spring Boot Actuator exposes metrics at /actuator/prometheus, not at
/iot-webservice/actuator/prometheus. This change adds RAW_PUBLIC_ENDPOINTS
array for endpoints that should be accessible without the /iot-webservice
prefix, enabling Prometheus scraping for monitoring.
